2025 Annual Results Report

2025 has been a year of ambition, innovation, and measurable impact. Across Rwanda, with the visionary leadership of the Government of Rwanda, the United Nations, our Cooperation Partners, and the Private Sector, bold plans were turned into tangible results—shaping systems, transforming lives, and setting a new benchmark for what partnership can achieve. From pioneering NDC 3.0 and restoring thousands of hectares under climate-smart practices, to reaching over 140,000 farmers with modernised food systems and developing investment cases worth nearly a billion dollars, Rwanda’s economic transformation in 2025 was nothing short of remarkable. Digital inclusion surged, youth-led enterprises flourished, and communities became more resilient, demonstrating that sustainable progress is possible when innovation meets inclusion.

On the social front, we witnessed extraordinary strides in health, nutrition, education, protection, and social services. Rwanda became the first African country to roll out Maternal Multiple Micronutrient Supplements nationwide, advanced toward the triple elimination of HIV, syphilis, and HBV, and expanded child protection and GBV response systems.

At the same time, education and social protection interventions empowered children, women, and vulnerable populations—ensuring that no one is left behind. Transformational governance strengthened the backbone of Rwanda’s development. Justice digitalisation, rule of law, gender-responsive systems, and cross-border cooperation advanced transparency, accountability, and citizen participation. The UN’s modest support enabled Rwanda to rank first in Africa for the Rule of Law Index and second on the Chandler Good Government Index, showcasing how inclusive governance drives national resilience and confidence. Operationally, the UN system in Rwanda became more coherent, efficient, and effective. Through joint processes, shared platforms, and harmonised services, we were able to deliver more, faster, and smarter—unlocking the power of One UN for the country’s priorities. 

Yet, even as we celebrate these milestones, strategic challenges remain. Climate pressures, youth unemployment, health financing transitions, and humanitarian needs call for continued innovation, coordinated action, and investment-focused solutions. In 2026, the UN Country Team will deepen efforts to translate flagship initiatives into large-scale, high-impact programmes, driving youth empowerment, inclusive rural and refugee economies, climate resilience, and sustainable health systems. The results in this report are a testament to what can be achieved when visionary leadership, national commitment, and global partnership converge. Rwanda’s development story in 2025 reminds us that, with ambition, collaboration, and determination, transformative change is possible—and sustainable.
