IOM and the Rwanda Development Board (RDB) lead capacity building training for key stakeholders on labour mobility management
08 January 2020
Workshop aimed at enhancing capacities of key stakeholders in migration management, particularly in labour mobility, border management and diaspora engagement
Musanze –The International Organization for Migration (IOM) and the Rwanda Development Board (RDB) held a capacity building workshop on labour mobility management for Government of Rwanda (GoR), Civil Society Organizations (CSOs) and Private Sector stakeholders. The workshop held between 16 and 20 December was aimed at enhancing the capacities of key stakeholders in migration management, particularly in labour mobility, border management and diaspora engagement.
As it stands, the Government of Rwanda’s National Safe Labour Mobility Policy (2019) provides a solid foundation for institutions to collaborate and harmonizes current initiatives working towards labour mobility and the national development of the country.
The policy, in line with AU Migration Policy Framework for Africa and the Agenda 2030 on Decent Work and Youth Employment, focuses on fostering a dynamic, effective and sustainable national labour mobility management system that promotes good governance and effective regulation of labour mobility, as well as the protection of rights for labour migrants.
The workshop was conducted in line with this policy in order to strengthen the capacities of stakeholders in migration management and labour mobility.
During the 4-day workshop, stakeholders had the opportunity to learn more about labour and diaspora management, skills development for Rwandans, ethical recruitment practices, IRIS standards, counter human trafficking and integration border management. In addition, stakeholders participated in a field visited to the La Corniche One Stop Border Post and Poids Lourd in the Rubavu District to gain a better understanding of the linkages between the above concepts and the migration flows at the both border posts.
In the course of the training, Gilbert Agaba, Labour Market Analyst at RDB, expressed his gratitude and recognized the good collaboration between IOM and the GoR:
“It is important that we conduct workshops on migration management because it builds and enhances the capacities of key stakeholders in labour mobility management and diaspora engagement. We thank IOM Development Fund and the Government of Rwanda for allowing us to carry out trainings and initiatives as such. It not only builds capacity but also contributes to the national development of Rwanda”.
Further, IOM National Programme Officer, Alice Karara, mentioned that “IOM Rwanda will continue to work closely with the Government of Rwanda to increase knowledge and understanding on migration management concepts and advocate for the mainstreaming of these concepts into the National Development Strategy of Rwanda in all sectors”.
The overall expectation of the workshop is for stakeholders to disseminate the acquired knowledge on migration management in their respective institutions.
